ABOUT KCFD 40

King County Fire District #40 (KCFD 40) is located in unincorporated King County, Washington, southeast from the City of Renton in the area known as Fairwood. The district itself covers approximately 10 square miles and has a population of approximately 21,885 community members. This geographic area is provided fire and emergency medical services via Renton Fire Station #17, located at 14810 Southeast Petrovitsky Road, Renton, WA 98058. Renton Regional Fire Authority was appointed as the official fire department of KCFD 40 in a vote of the people that passed during the April special election of 2025. Prior to that, Renton Regional Fire Authority provided fire and emergency medical services to the Fairwood community via contract for over 17 years. Find out more about KCFD 40 below:

OUR PARTNERSHIP
From 2008 to 2025, KCFD 40 and Renton RFA (formerly City of Renton Fire & Emergency Services) maintained a contractual partnership, overseen by the KCFD 40 Board of Fire Commissioners, to best serve the Fairwood community. This partnership mandated that all fire and emergency medical services were to be provided by Renton RFA in accordance to the contract. KCFD 40 also had a non-voting commissioner position on the Renton RFA Governance Board, helping to ensure the voice of the district was heard.
During the April special election of 2025, KCFD 40 voters decided to appoint Renton RFA as their permanent fire department, eliminating the contracts for service and integrating the district into Renton RFA’s permanent jurisdiction. In addition to eliminating the contract for fire and emergency medical services, this appointment also eliminated the need for contracts that KCFD 40 held for IT and Office of the Fire Marshal services, as these are included in the permanent appointment. KCFD 40 also gained an additional commissioner seat on the Renton RFA Governance Board and both seats are now voting members of the Board – giving KCFD 40 a greater voice in the direction of the organization and services/programs delivered not only to Fairwood, but Renton as a whole.
THE BOARD OF FIRE COMMISSIONERS
The King County Fire District 40 Board of Fire Commissioners is the voice of the Fairwood community. They oversee and drive the direction of fire and emergency medical services for the district. KCFD 40 has two voting members on the Renton RFA Governance Board, helping to not only steer the direction and fire and emergency services for the community of Fairwood, but for the Renton community as a whole.

Linda Sartnurak
Position No. 1
Current Term: 2024-2029
Linda has been a resident of Fairwood Greens for more than 30 years and served as a KCFD 40 fire commissioner for more than a decade. She enjoys being involved in local community affairs. Linda graduated with a B.S. in Business Administration and has been an airline pilot for TWA and American Airlines for 15 years.

Charlotte Ryan
Position No. 2
Current Term: 2020-2025
Charlotte has been a KCFD 40 fire commissioner since 2007 and was present when a large portion (Benson/Cascade) of District 40 was annexed into the City of Renton. She was part of the Board that negotiated the original contract with the City of Renton to provide fire and emergency services to the balance of KCFD 40. When Renton Regional Fire Authority was formed, that contract followed. She continues to serve on the Board, researching the best and most economical methods to providing emergency services to the Fairwood community.

Steve Parsons
Position No. 3
Current Term: 2022-2027
Steve has served as a fire commission for over two decades between KCFD 40 and KCFD 38 (North Bend). He has been a Puget Sound Regional Fire Authority firefighter/engineer since 1988. Steve resumed his position as a KCFD 40 fire commissioner and is enthused to help serve the residents of Fairwood.

Andrew Schneider
Position No. 4
Current Term: 2020-2025
Andrew is a professional, Bellevue firefighter, a Fairwood resident, and a graduate of the University if Washington. He utilizes his professional knowledge and experience to strengthen the safety and future of KCFD 40 as a member of the Board. As an elected commissioner, his goal is to ensure that Fairwood continues to have the most efficient, best trained, and trusted firefighters in their time of need.

Joe Pratt
Position No. 5
Current Term: 2022-2027
Joe has lived in Fairwood since 1992, serving as the president, vice-president, and treasurer on two area homeowner’s associations for a combined 12 years of service. He also helped establish Cub Scout Pack 722 and lead that group for six years. Joe has a B.A. in History from the University of Washington and keeps busy working as an aerospace program manager.

KCFD 40 HISTORY
Excerpts from The Fire Districts of King County, by Harold “Jiggs” Hoyt:
In 1906 John and Elmer Benson made a $10 down payment for some acreage on the hill south of the city of Renton. Access to the property was by way of a trail until 1912, when the County Commissioners had the route surveyed. In 1916 a dirt road was constructed to the top of the Spring Glen Hill land named Benson Road. It was passable only during the dry months, and in 1917 the road was covered with gravel by the county and extended past the top of the hill to where Petrovitsky Road is today. Slowly the community of Benson Hill developed into a nine-square mile area with scattered chicken houses and small family ranches.
More and more people were attracted to the picturesque, rural area. There were a few fires here and there but really no way to put them out unless one had a garden hose. After a fire in the winter of 1947, some concerned citizens gathered in the Spring Glen Community Center to discuss the matter of fire protection. A committee was formed to obtain information on starting a fire district. Petitions were signed and presented to the County Commissioners on July 24, 1948.
On April 5th, 1949 an election was held and citizens in the area voted 126 for and 10 against the formation of King County Fire District 40. The committee had also placed a bond issue on the ballot to raise funds for a fire station and all the needed equipment, including a fire engine. That measure was also approved and the District became a reality. The locals called it the Spring Glen Fire Department. Within 10 years the Spring Glen Fire Department had 40 volunteers and served an area of approximately 10 square miles.
